Add a bar to the top of a Wordpress website

I need a bar added to the top of the following site: [login to view URL] Need it to match the following bar on this site: [login to view URL] The content will be positioned in a very similar manner - I'm assuming this will be a .php file that I can go into and edit the URLs/text as needed. Please take note that I need to be sure this will appear properly in all major browsers (IE 8 and up, Chrome, Firefox and Safari) and resolutions. The site is built responsive so this needs to match. Not a big deal I understand, but I want to mention it so it is clear. I've got to set this up in the next 24 hours - I know it's pretty quick to implement, so let me know flat rate the cost and how quickly you can get it up. My time zone is EST in the U.S. Thanks.
