Database development for private security/law enforcement

I'm in need of a database that is an executable, yet is capable of being connect via intranet over a LAN. I have several different areas of need involved in this database, I'll need to be able to manually adjust access levels so it will need a solid security protocol built in. The database itself will need to contain information About people, (Personal, vehicles, pets, bicycles, boats, and golf carts.) Preferably built in controls that allow me to modify what is needed without going into the code. ## Deliverables All installation will be handled by myself(buyer) If so chose at a later time would like the ability to add LOGO to program, without having to create new project. Will discuss more specifics such as what is needed for each record as in vehicle may need to contain information about 10 specific items, Also need to be able to create search by specific field. IE... In vehicles, 1 field that is needed is Tag (License Plate) will need to be able to search by that field. Will be able to read with or without space. Example if Tag is ABC123, will be able to find tag if type in search as ABC 123 and also not case sensitive. On thing case sensitive will be login password. Also on security, User must be able to change password. Administrator must be able to force user to change password. Preferred if ability for program to recognize previous passwords, and decline if said password has been used in X amount of time in past, or in the last 3 times of changing password. Administrative controls need to be very specific, such as above example force user to change password. On database, would like on screen notification somehow to standout if say, Insurance is expired.
