Check Printing/Drafting Software

I am looking to get a software produced that will allow a user to enter checking information such as routing number/check number etc. into a form that will produce a bank compliant check image in PDF for printing on blank check stock. This software will be used to re-create checks that are faxed or phoned in for deposit. There are samples of what I am looking for that I can provide.

Additionally I want the software to have the capability of keeping a database for recurring transactions. Ideally I would like to have this software run on the web under secure encryption and be capable of handling considerable user load. I would also like to look into having the software available for local installation and networked use.

I would ideally like the program written in a way which will make it compatible with Windows/Mac/Linux such as Java or Ajax.
