create subscription website for video on demand and linear streams

We are TV broadcast company looking to offer our linear channels as streams online, as well as our movie library as video on demand online.
We have a graphic designer who will be able to create the mock ups for the website, so we are in need of a skilled programmer with the knowledge required to complete this project.
What we need done:
- Create a mainpage where users will see what we are offering (subscriptions to linear streams and video on demand streaming).
- users will be able to login to their accounts through this page
- users will be able to sign up and pay with their credit card through this page
- users will be able to select from different subscription packages, and enter promo codes to gain a discount
- we have a CC Bill merchant account that will need to be integrated to accept payment
- For a logged in user, they will have access to either linear channel streams, streaming video on demand, or both
- we need to configure a server to use wowza media server to deliver linear streams
- i will upload every asset for the month to this server, and create a playlist using the wowza software to mirror what is being played out live on our TV broadcast
- For our VOD portion of the site, we currently have a mechbunny tube script
- we will use this tube script to showcase our video on demand library
- we currently have a server already set up with the script installed
- We need to make sure our linear streams and our VOD portion of the site are secure
- need to ensure that only members who are logged in will have access to the streams and to the VOD portion of the site
- need to make sure that users cannot link others to videos in our VOD site or our streams
