Create a website with CMS on basis of existing model

I need to imitate (in the beginning) this design: [login to view URL] - then make some minor design changes to it and attach a CMS (any CMS) to this design so we can add and edit content. No programming of elements present on that website (reviewing module, login for users, etc) is needed, we only need to create a similar layout and be able to populate it with text and images, nothing more.
