Build a Website featuring simple surveys and data display

I am looking to build a basic website (minimum viable product) to get feedback before building out a more extensive feedback. I have mockups ready to show and key requirements include: 1. Homepage that features rotating pane of basic survey questions (yes / no responses) that need to be stored in a rudimenatary database 2. Surveys may only be answered by those that register / log-in, so there needs to be a log-in process/page 3. Same homepage will also display some basic facts that I will provide via Excel/CSV (table display format) 4. Solicit names and emails for when site launches in full 5. I am flexible about amounts paid (either hourly or project based) but the winning bidder will ideally be someone who has done similar work that they can show me, give me confidence by demonstrating they can replicate the basic features of Owler and can speak btw 8 am - 6 pm EST or a large amount of that time period.
