Affiliate Website and membership with payment gateway (english/spanish language)

I need a membership website and affiliated online payment system, in Spanish language ...(It could be in English and I can help with the translation into Spanish)

I'm looking for some programmer who can build me an Affiliate membership website under the following details.

The site is for a specific location in latin america and I require entirely in Spanish.

- Users must be registered and have username and password to access the basic membership..

- Through an online payment system users should be able to access the premium membership, and generate the affiliate link and corresponding page.

- Basic membership allows downloading a couple of digital products.

- The premium membership allows downloading of the full range of digital products that will be offered on the website.

I have a autoresponder software which will be used by a copy of the database of affiliate members which will update in real time

- I as owner and administrator of the site should be able to:

a) Easily add new digital products for download onto a new page of description and sample (similar to a classified ad or something).

b) I should be able to easily change or replace banners, images, etc.

c) Have an admin panel where I can do all that

These are the general details.

There are some more specific details ... which I would like to deal directly with the developer.

I need to know time to develop it, total cost , computer languages to use (html, php, etc...), data bases to use, requirements on my hosting server, Etc.
