Automatic Link Builder

I need an automatic link builder in PHP/MySQL. First I enter multiple url's in a textarea box, f.e. [login to view URL], [login to view URL] etc. then the script uses these url's to look up sites that link to the sites I entered in the textarea box in [login to view URL] (f.e. [login to view URL]:[login to view URL] to [login to view URL];PAGE=XXXX&q=link%[login to view URL]%2F). The next step is to find out the webmaster's emailaddress by using a regex it searches through each site (only the main page for faster performance). The emailaddress should contain the domain of the site. If no emailaddress is found it uses info [at] domain .com/.net/.etc Next these sites are stored in a mysql database so no duplicates will be sent in the future (duplicates should be checked on every new submission, so no webmaster will ever get a 2nd email). Next there will be a screen with a textarea box where I can enter some text for the email thats being sent out to the webmasters.
