Always Scanning Folder and Copy File When it Arrives

Hello... I am looking for a Visual Basic 6.0 application that has the following functionality: 1.? Program is always running on a Windows 2003 Server.? Either open on the screen, or minimized to the systray. 2.? The program will look at and scan a directory and if a certain file exists then you will copy that file to a local folder on the server.? And delete a FileName.OLD. 3.? Once the file is copied to a local folder the file on the remote server will be renamed to Filename.OLD. 4.? The file once moved to the local folder will need to be decompressed and your decompress method must support GZIP. 5.? Once the file is Unzipped and all files renamed I will need to run an external program, that is now run through a command line. 6.?
