Builders Ute Notifer - repost

Dear Sir, I need a graphic (which I will supply) of a builders truck to move out from the bottom righthand corner of the screen for all versions of Windows including Windows8 and for Macs when I send a command from my Windows PC. I need to be able to post on the truck several LIVE links to videos on my website and write a short note to builders in general on a text box or label in the back of the truck. I also need a separate label or text box to write notes to individual specific builders picked up by an ID number we assign to them from a MYsql database. The notifer is to stay visible until it is clicked on. When it is clicked on, it links to a web page in my current website which I will supply. The Builder's Ute notifer should make a sound to alert the user that it has "driven" out. Many thanks, God bless, Paul Moir CEO
