Asterisk with Calling Card Billing and customisations

Asterisk installation, with calling platform and client web interface. Small customisation to allow clients to preselect CLI before dialing, and also to select to record calls and playback calls via website or IVR. Also requirement to beable to download recorded calls as .wav or .mp3 or suitable file. We will use Worldpay credit card payment gateway to accept credit cards directly on our website. We want the platform to be scalable across multiple servers, so we can increase capacity down the track. We invisage seperate servers for Asterisk, Billing Platform, Website and MYSQL customer database, Audio recording / playback Though initally we may use virtual servers on one machine, we want to be able to seperate these functions later on to their own hardware. We need billing platform to include : 1.) postpaid client with monthly min. charge and max. credit limit that results in credit card charge. for example i used to have [login to view URL] account and that was $25 a month on post paid for US minutes, but if i spent more than about $100 on international calls in a month it would bill me right away for that cost. This reduced the carriers risk of course. 2.) storing clients credit cards for repeat monthly billing of the monthly min. and as above any extra charges once the credit limit is reached 3.) prepaid with auto topup when balance falls below a certain $ total ( like Skype etc. does) a new topup is automatically billed and applied. 4.) prepaid with monthly min. cost per month or per week taken from the credit. customer will experience : A. Web site Client Interface Web site interface with User & Password, that will be given to any register user. Registered user will give usual details, name, company, address, phone no#, check box if they wish to register their caller ID to the account, how they found the website, referral, google etc. Users DB will have the originating country, the user CLI’s, and Recording option. The users top up their funds using Paypal or the register credit card. The top up, will update the client balance. User will be able to see its CDR and charges, and have list of recorded calls. A. IVR 1. Account identification All calls will come Via SIP Check CLI, if recognize account move to step 2 If not ask for pin code & move to step 2 2. CLI Ask for requested CLI client wishes to use 3. Destination number Ask for number: Client will dial locally, for example UK client will dial : 0208 133 6333 for London no# So client account needs to have a default country, and can be different country for different clients. 4. SIP out Send the call with its requested CLI to the destination number, via A-Z wholesale termination provider of our choice. LCR etc. B. Recording If the client choose recording then all his calls will be recorded and upload to the web site so he can see the files. Client should be able to hear the recorded calls on the IVR and select before dialing the call if he wants it recorded or not. He can also turn on / off permanent recording on the website interface. C. Rates: Calls will be charged according to rate table. The balance will be only in currency, not with minutes. We will also require facilities to generate temporary trial accounts with small credit $5 that we can give away. We also welcome quotes for web design for a basic 5-6 page website, can be in PHP with template, and some reasonable graphics and design, along with some banners for our advertising and promotion. We also require affliate software so affliates can sign up and we can monitor their marketing activities We have the budget to build a full scale commerical solution, not just a quick install of some free source code. We expect to discuss and finalise technical aspects and features of the job with the chosen developer before any payment is finalised. Please post screenshots of example projects you have worked on previously, also state previous experience etc. We have been looking at ASTBILL as a possible solution for the billing platform, A2Billing does not look as good and needs more customisation. We can accept bids above $1500 for experienced programmer that can provide examples of previous projects.
