Convert the attached python web scraping script into a PHP web service that accepts a username and password in URL parameters and returns array of cards with balance (card ID, card name, balance) in json response like this:

] }
PHP must be ready to deploy to standard web server, and must be all native PHP (PHP should not call the Python script).
