Convert HTML Site to Wordpress

I am looking for a programmer who can convert an HTML site to Wordpress. The site is

and it is important that the work is completed with XHTML and Wordpress Standards.
I've found services online that can do this very cheap, but I'd rather come here for the added security of escrow payments.
## Deliverables
I need this project done with utmost professionalism and care. The site is already HTML so you won't need to work from a PSD.
I will be responsible for installing this but it must work with the latest version of Wordpress.
It's important that the the site looks exactly as it does now only in wordpress format.
No comments or anything like that. Muse utilize the page structure not posts.
Nav must be adjustable.
There are two types of pages, the home page and each sub page. The home page has a rotating flash banner which doesn't need to be adjustable. It can be hard coded with what is already there.
On each subpage, there must be a way to specify which banner runs across the top.
When finished, the theme must be 100% portable, meaning I can install it on any wordpress install that I need.
