Chat Lobby Application

I would like an application created for me. I would also prefer whoever takes and completes the project to continue to work with me on modifications and troubleshooting in the future. I would also prefer to recieve all source code in case we loose the coder and have to get someone else. Here is what I need in a nutshell: A Client/Server application with different lobbies. Something very similiar to the old mplayer.com. Within these lobbies users will be able to create and join rooms. In these rooms user will have the options to kick users out of there room, lock there room, etc. There will also be an instant messenger so users can message each other. There will also be profile systems which i will write in php. I will handle all the php and graphic coding myself aswell as skinning the application. The logins should come from a mysql database. There will also be different levels of admins to have special powers to moderate the lobbies and rooms. Its hard to explain everything but there will be alot of small and larger things in the application. Including voice ability in user rooms and the ability to launch games in certain lobbies.
