Buy Email Lists Website

I have email lists in CSV format that contain millions of email addresses and user data. I need a simple website and database where I can upload these csv lists into the database and then make them available to the public to search, filter, purchase and then download. Here are the steps I would like a visitor to the website to follow: 1. Pick a email list (Business or Consumer) 1a. If Business, choose which business type (Dealership, Realtor, Broker, Manufacturers etc) 2. They are shown a filter where they can narrow down the search. Some fields in which they could filter would be: State, ZipCode, Radius, Gender, etc) Please see ([login to view URL]) for an example. [login to view URL] they filter the email list they are shown a few sample email addresses and show the corresponding data. They are then given a total number of records found that match their filter. 4. They are shown "Buy List Now!" and "Add to Shopping Cart" buttons, they click on the buttons and go through a e-commerce system where they can enter their credit card information and purchase the list. 5. Once they successfully pay, they are shown the download links to purchase their custom email lists. This site will be very similar to http://www.n o v o - m a r k e t i n g.com. I would like to receive pricing on creating the entire site (HTML/CSS) and all the programming. I do not care what type of database or programming language is used.
