Adjust PSD Template and Code to WordPress(repost)

I have a psd template that requires a slight graphic adjustment and then it can be sliced & coded. Here are the instructions:

1. Adjust header so that the photo behind the bill board image is focused properly. I will discuss the adjustment with the new coder through Rent A Coder's message system.

2. Code the template to WordPress on the hosting account. The hosting account information will be provided after the coder is chosen.

3. Add and remove WordPress items so that the site will NOT look like a blog. I want the ability to use WordPress but I do not want all the features such as comments, rss feeds and such. This will also be discussed further, as we proceed into the project with the new coder.

I'm looking for someone who is familiar in making adjustments to psd files and who is comfortable in coding with WordPress.

I would love to have someone who can work fast and can communicate through email very well. Communication is important!
