Destop program for website template creation

We have a list of over 400 websites looking like this: [login to view URL] - we are looking for someone who can create a program or a script. The websites we only change title, description and content below the form. We also from time to time update the main header images - we also name those images with the keyword that we are targeting. We need a program that will allow us to create and manage this template and allow us to use it for all over domains. I think a desktop program would be best, because we create for each of these domains a folder and we name that folder the name of the domain and store all its content there to upload via ftp. The program should also allow us to create sub-pages for each domain. I think the basic layout of this program would be to have a box to enter domain name, one to enter title, one to enter description, one to enter header, one to enter body, one to enter text area and we have the option to ad the keyword we want to have the anchor text on and a box that tells where to link that...once we setup our site we can then create attitonal pages for that domain.
