Browser based ContentEditable MSHTML toolbar

I'm looking for someone to write a script to use the web based WYSWYG editor bar that accesses the MSHTML built into Internet Explorer 5.5+ browsers. Microsoft's documentation details how to activate the contenteditable function which is the easy part for me to just use their sample code. However I also want an administrative security script on who can access and save what pages/domains...which I don't know how to do. I know Perl coders can do the second part quickly. Details: Editor Functionality To gain editing access the page, a user types in a keyword like "edit" into the browser activating the script that opens a login/and password screen. After the person enters a valid user/password, it takes them back to the page they were viewing in edit mode and has the toolbar at the top of the page that has an MS Word "look and feel". I want it to have all the functions of the toolbar that can be found at Microsoft’s how to documentation: [login to view URL] Which includes drag-and-droping pictures, hyperlinks, cut, paste etc functions. I want the editor to only be able to edit different areas of the html page that have been tagged "editable" as documented on the Microsoft link above when in edit mode. User Administration I want some sort of web-based administration where and administrator/password can specify what username/password has access to edit what pages, and or folders or can specify all files on a domain. These features are similar to many others out on the market. To get a really good idea about the functions I’m talking about, take a look at ContentEditable.com. I want my tool to function like the one found at their site. I would like it also if the passwords that are stored in some sort of secure manner similar to an htaccess file. Other Also I’d prefer a coder to be available for bids for upgrades on this program if and when we need them. If job is done well, I have other larger programs I’d preference the same coder even if they weren’t the lowest bid. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done that is **WELL** documented 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. ## Platform Platform/System It just has to work with Windows Internet Explorer 5.5+ I want the program to be written in either Perl, or PHP, although I’d prefer perl. Basically it just has to be compatible with Apache for windows or Linux. If you have any other suggestions, let me know. ## Deadline information Must be completed within 10 days of bid acceptance
