api proxy for existing service

This is the same type of work as described in this project:

its only a different set of api functions that are required:

1. verify a submitted address is correct. reply from server will be an address ID if address is correct

2. if address is correct, submit a phone number along with the address ID

3. check a number for address

4. modify the address assigned to number

5. delete the record for that number
