contact form and e-mail list db needed for church site

I need a contact form that sends an e-mail to the client without the microsoft prompt. also need a place in the site to collect e-mails for an opt in e-mail blast. This will need to be limited to sending 75 e-mails at a time and then wait 5 or more minutes to send the next batch of 75 and so on. In reality, I don't see them sending more than 100 e-mails, but maybe one day they will. This will require a basic control panel where they can manage the e-mail addresses as well as create the e-mails that they will be sending to the group. They should be able to attach files to this e-mail as needed. I will be designing the rest of the web site and will have it ready to work with by the end of the week.
