bandwidth throttling http

Hello, Need to bandwidth throttling by HTTP client IP address so a surfer can only download a certain amount before they get stopped. Would like a whitelist of IP's for the search engines but not essential. Have looked at mod_throttle, mod_bwshare and mod_bandwith Need someone with experience with bandwidth throttling. Some are doing it with a type of Spider Trap. Main reason is to stop the automated downloaders/ web suckers that take a copy of my whole site and kill my server for over an hour every day.
