Code a unique banner ad rotation script/site

I am trying to start a new site. The primary goal of this site is to allow webmaster access solution for monetizing their sites through ClickBank and ClickSure ad banners. And to monetize the site in the same way The features listed here are the absolute minimum I need to have a functional site. Once the site turns some profit, I have lots of ideas for new features. That if you can handle, I would be a repeat customer. A simple yet elegant site where visitors come, input their ClickBank/ClickSure usernames, select a niche and receive ad code. The site should have a basic coherent theme with a simple header and footer. With links to other pages on the site and possibly external links. I would also require a basic admin panel with these features: Basic stats showing overall impressions from all ads The ability to create new niches, and ads within those niches The ability to set an ad as Personal or Public Set ad Banner URL Set ad Destination URL Set ad Banner size: 125x125 300x300 728x90 468x60 Set an ad as ClcikBank or ClickSure Set Personal ad name Ability to modify the links in the header and footer, and those changes should reflect on all pages in the site. Personal: The administrators personal ads that are shown in place of user ads, according to the percentage setting. This setting dictates the amount of impressions where personal ads are shown over public ads. For example, if the setting in a given niche is at 10%, then 10% of impressions will be for admins ads, and not user defined or public ads. Just simple way of monetization. (The personal ads could work when the admin inputs a new ad he simply inputs the partial hoplink. For example, if the hoplink is [login to view URL],[login to view URL], the admin just sets the destination URL as [login to view URL], the script would then fill in the username, same with Public ads, just use the code creators username instead) Public: The ads shown by the script where the username of the ad code creator gets credit for the sale. These ads would be put into a niche by the admin. A simple theme and basic WYSIWYG Editor to easily edit pages and add new pages to the site. So overall this site needs the actual banner code generation and rotation script, and a backend admin panel with the feature set above to manage the site.
