Classified Type Website with eMail Alert System

OK...I can't divulge too much information here but will do the best I can. ------------------------------------------ Website shall revolve around a particular niche. It shall have US based cities and states, much like most classified sites, aka Craigslist. Much like a freelancer type website, there will 2 types of accounts. Party One will List their Product Party 2 (Employer type account) will be able to response to party one I will identify the above parties once the project has been accepted. --------------------------------------------- Party One has select their state and city Party 2 shall be notified via email, if someone post their item in their cities or states ------------------------------------------------- The parties shall be able to upload files for viewing back and forth. After a set time, I plan on implementing a method to monetize this website. The plan for now will be Party 2 will have to pay an annual fee beyond the first year free. I may alter that. I DO NOT have a design, so this will need to be built from scratch. I DO NOT have a huge budget, but will pay for future updates. This is a VERY unique concept. If successful, you will have the chance to be a part of something BIG. I prefer someone in the US. I also prefer you send over sample websites that have been created. I have a domain name and hosting already.
