Animated Number Counter based on the time and date

We need the phrase We have written 0 lines of code, to be animated based on the time of day and date. On January 1, 2014 it should have read 0 lines of code then every minute it should add on 5-8 lines of code to the total (we would like it to vary to keep the number counting random). At the end of the day there should be a minimum of 7200 lines of code added.
This should keep a constant running record and should animate on the screen as it counts up. On the first of the next year it should reset back to 0 and start over.
This is going to be used on a PHP site, we need a piece of code we can import easily.
