Create a wordpress website given a template, psd and contents

We need to develop a multi-language responsive wordpress website for a charitable organization based on this template: [login to view URL] An important feature is to give to the customer the possibility to manage by themself every content, so we need to give a well organized wordpress panel, compliant to the structure that you’ll read at the end of this ad. On every article the costumer can attach files like pdf or word.
