Create a Wordpress Template - Classipress MODS

I am running a slightly modified Classipress website. I need someone to make the following mods to my standards. Please send me your quotes and time frame to complete the work. Make a childtheme out of what is there now + the following changes: 2. Featured ad carousel for EACH category FOR THOSE ads respective to EACH category. 3. HOMEPAGE gallery carousel user purchase option - Additional option for users (upon ad submission and anytime through the agents dashboard) 4. Purchase option to "bump" ads to the top of their respective category. (upon ad submission and anytime through the agents dashboard) 5. ADMIN - option to set time limit to featured ads, to 7days for example. 6. SOLD banner shows accross ads when items sold. 7. Modify and accurately align TOP banner to size 468x90 with ADMIN option to rotate ALL ads including classipress default ad sizes. 8. Option to have users insert youtube videos in their ads for viewing. 9. User purchase URGENT banner ad option (upon ad submission and anytime through the agents dashboard) 10. Confirm cell phone website functionality 11. ADMIN have the option to run and rotate 3 - 250x250 ads on HOMEPAGE and run and rotate 1 - 250x250 ad in indivudual AD pages (on the right of page) 12. User able to use WYSIWYG editor when wording ad description 13. ADMIN to have the option to run and rotate 6 Leaderboard banners 728x90 at the bottom of indidual ad pages (centered) 14. Purchase option to have a "top Ad" on top of each category (3 newest top ads show - with a link to all top ads at the bottom of the "top Ads" section) - regular free ads are bellow that section 15.
