Build a Website from start

Looking for a hands-on developer who can bring my idea to life. The general idea is for a platform where companies can collaborate on marketing campaigns. I need someone to build a platform, both backend and frontend. Someone who has experience building sites that involve membership signups, with recurring billing/payments. Might use someone separate for design, so please let me know if you have this capability or not when submitting your quote. I need an experienced developer to build the client portal. The basic idea is that this will be like a dating site, but for brands/companies. from [login to view URL], there will need to be a client login which includes, but is not limited to the following features: 1. user registration system with member control panel + profile 2. user matching system with provided criteria based on industry + location + size + types of deals 3. project collaborative whiteboard between matched users... 4. payments system for recurring billing + promotional code functionality. 5. Bonus feature: ability for members to create custom landing pages, that can collect and store data. 6. Referral page that gives users ability to refer others, and earn a commission 7. Must be an admin page where I can easily edit content and site items (possibly on wordpress) 8. Would like to have responsive design so it is mobile and tablet friendly.
