Add Flash to a Banner

This is a Joomla website where each of the pages displays with a different colored banner on each page. We have? all the artwork for the banners which are 900x80.? As an icon on the left side we need a slightly swinging pendulum called a plumb.? As the plumb swings it should reflect a small amount of light or spark. English is the language used in all aspects of this work.
