build a proxyserver to Anonymize visits

I need a person to build me a site where there will be 30 links on the site, all to sportsbooks that is banned by some ISPs. I also want one field where the persons will register their email adress, this so i can contact them if the ISPs are blocking my URL with new details. The design should be extremely simple, On top the name of the site Below the field so they can register their email Below in the middle a normal linklist. It is important that it is easy for me to update the links in a easy way in the future. When a person click on the link, it is important that they are sent to that page through a proxy so they dont get blocked by their ISP. It have to be able to handle SSL since every page they visit will be a site where they register and log in. I need this site fully build and uploaded on a webhost that i will sign up to so the site is up and running completly since i have no skills in this area. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
