advanced perl and javascript tutor and consultant needed for new company

Owner and programmer for a small company needs a tutor and consultant for one definite and probably future projects as we grow. There is a website my company subscribes to which limits us to browsing and download of files, no ftp access, no access to the database and mirroring the site will likely not work as the downloads are link names by date which change daily and the files have to be updated locally - they disappear off the website being downloaded from after a few days.
After doing my homework I've concluded that my requirement is an automated process, a soft robot which behaves as a user.
It makes get requests to the remote server, searches the links on the page, checks the local directories and files to see if the current file exists on the local and if not, downloads it to the appropriate location. This task will save me much time, help me to generate more cash and if your work is good quite likely create new jobs for you. My knowledge of "how to" is a definite part of this contract.
## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):
a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
The software will be running under windows XP. The end result will be a Perl program , or Perl + Javascript.
