Client website for online serivces

Hey fellas, this is my first time. Ive seen this kind of thing before but, well-- here goes: This is what i need: I need a PHP Web Content management system that allows clients to Request such things as online serivces for private investigation purpouses, they can choose from a list of services they want ranging from small prices to large prices or they can request a custom project. For each service they want a custom submit form must be completed. Ie: if they wanted an anonymous account signup, they must complete a form with all the Form ID's that are nessesary: ie: Account Name Required -- etc... From the Admin menu, Once the client has signed up and logged in via HTTPS, he should be able to see a report form on our progress and updates on his account (the status of his project) Pretty simple and easy money, But the admin menu must be absolutley awesome, we should be able to update the "status" report area of his account with ease. We should have an area where we store this users account information. I'm sorry if i sound a bit vauge, Im looking for someone who will understand my obscene ramblings and turn my somewhat un-developed ideas into an awesome looking project. Hope i came to the right place? ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
