DLL loader/compiler wrapper

I need a library or wrapper for simple CDLL DLL functions, and DLL compilation of DLLs in DevC++ and Visual C++(optional in bid). Also some string manipulation functions as well as read/write to file functions. The read/write to functions need to be in a CDLL however (optional in bid, source provided). These functions are just examples of what is needed, they can be modified.
