Compile Linux Binary on Windows (Cygwin or MinGW)

The goal of this project is to compile OCROpus 0.3 (with Tesseract and ImageMagick) into an executable that can be launched on Windows.

The exe must be launchable from the command line of a windows system, and it should be able to convert images into text.

Additionally, this EXE should be as small as possible. There are recommendations for how to do this on the original instructions link.
The deliverable should be a fully MinGW or CygWin environment that I can pop onto my computer and recompile (with minimal configuration). Preferably all environment variable settings, etc should be done in a batch file that launches the environment. If settings must be loaded on my machine, please include a brief instruction file that explains how to get it configured properly.
