Active x which will manage ivr modem and will allow us to create ivr system using tree menu interface

I need an IVR system developed. We must have an ocx with visual interface which will allow users to manually configure an IVR system on a IVR compatible modem. Very similar to pronexus. We need to be able to configure lines then for each call what happens using a tree view type interface. Once a line is connected the system will play a particular voice file. Then the system will accept a voice input or numeric input from an individual. The system will then play a voice file and wait for another response. The user should be able to press ** to go back.
