Audio Time Alignment Checker

I am involved with rolling out HD radio transmitters for my company. The HD radio system has an approximately 8 second delay on the digital channel as compared to the analog. In order for the listener to not "jump forward and back in time" when their radio reception is less than ideal, a delay of the analog is necessary. That part is handled in the station's HD equipment. What I need is a piece of software that can analyze the audio and come back with a result telling the user exacly how much that delay needs adjusted to get the analog and digital audio in sync with each other. The software should be able to use any soundcard in the computer. If more than one is installed, the user needs to ba able to select the one to use for the test. It should be assumed that the sound card will be fed from a radio tuner set up to emit the digital on the right channel and the analog on the left channel. It should also be assumed that the audio is of the same source, but that its time relationship is what is needing tested. The result of the test should be given in microseconds and number of audio samples using [url removed, login to view] as a base sampling rate. It should indicate whether the analog delay is too much or too little. I would also prefer a "stand alone" style of software that doesn't need to make registry entries or install files to directories other than to the one where it is run from.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):

a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
