Data entry applicaton in asp.net 3.5 && oracle

I need a data entry application? with the? following capabilities:

1. User login and once the user is logged in, the user ID should displayed in each page and should have log out facilitiy.

2. Ability to add new records, update existing records, delete records, and quit the application.

3. Audit funtionality like

? ? ? i) who has created (it should be the login id) the record and the date & time of creation,

? ? ? ii) who has modified the record and date & time of modification.

4. Ability to query the email Ids based on the Country, State, City and send bulk email to these with a message.

5. The Country, state and City should have the functionality of selecting the? value that matches letters as the user enter the data. For example, when the user starts typing India, the list box should go to the states starting with I. For this I want to use Ajax Tool Kit for ASP.NET. Also, when the user selects Country, corresponding States should be listed in the states list box. When the user selects the State, corresponding Cities need to be listed in the list box.

6. This application should support multiple users using this application simultaneously.

The idea is that this application would? later be integrated with our website.

I need to have a nice? user friendly web based interface.? The attached document contains further information on? requirements and possible tables.

Aproximately, I am thinking at least 10-14 database tables would be required.

Technologies to be used:
