Create Tech Specs for and Manage Dev of Web Software(repost)

I will provide business level specifications. I want you to provide detailed technical specifications that can be handed off to a competent developer. Then you will be responsible for helping select a developer and managing the project to completion.

I have attached high-level business specifications.

The way we would work would be through a series of conversations over skype that we can record. I will guide you through the materials I have put together from a business perspective and you can use my input to generate the specs.

Your specs will include screen mock ups, database design, and complete description of processes (including both processes that affect the database and processes that report from the database).

Here is a list of the materials I have put together so far:

- many screen mockups

- rough, high-level database design

- description of the functions of the screens

You will not be required to do any development for this project.
