develop a windows app

Need someone to create and application for the surface 3 (windows 10) tablet that will take pictures and place markers at the gps location where the picture was taken, and will allow an overlay of hand written notes on top of the map. 1: use offline satellite maps. I needs to zoom in as much as possible. So it should allow maps to be loaded onto the app. 2: once the app is open it will zoom to current GPS location 3: the GPS location will be displayed with a blue big marker 4: if the marker is selected with a single tap the windows camera will appear to take picture. 5: after picture is taken the app will allow the user to name the picture file. 6: after picture is named a small red marker will be placed at GPS location where the picture was taken along with the picture name from step(5) at top of the marker. 7: IF the small red marker is held for 1.5 seconds the marker will be allowed to move to any location effectively changing the gps coordinate information of the picture. 8: IF the small red marker is selected with a single tap the OPTIONS of: View pictures, Add picture, delete some pictures, blank sheet will appear. And an exit option. 9: view pictures=view all the pictures with same GPS coordinates. Add picture=add picture with same GPS coordinates as the small red marker. Delete some pictures= gives the option to delete some of the pictures with same GPS coordinates as the small red marker. Blank sheet= white sheet that will allow the user to draw hand written notes with stylus, should have different color options and line thickness, attach the same GPS coordinates to blank sheet file as the small red marker. 10: a button named "Draw" should be placed at top right corner of app. 11: IF "Draw" is selected it will allow the user to use the surface 3 stylus to draw on top of the map. It should allow the user to choose color and line thickness. 12: The should included the following(file>new project, save project ,export project option should be included) 13: Like a reugular windows program it should include a file button that gives the options of creating a new project, saving the curretn project and export project. 14: Export project= will export the (small red markers along with pictures and notes) onto Google earth or any map viewer which allows such thing, the hand write not will also be exported as a layer that can turn ON or OFF
