Customized chromium browser for android (for Eastern Europe Developers ONLY) -- 2

I need someone to build chromium (chrome) browser for android using chromium embedded framework. Architecture will work show that chromium will display content like html, urls and videos and separate player will play video and some external tool to act as downloader which downloads content scheduled to be displayed. So Chromium that act as a webbrowser. Also needed are separate videoplayer + separate content downloader. Content will be played mainly from local storage, but some content will be streamed. What is needed is like headless browser and then some tool that schedules content display. There is no UI, only API which to use to fetch content + schedule. There is already player done with linux (ubuntu 15.10).
