App similar to Snapchat

I'm looking for a talented App developer who has done something similar to Snapchat in the past. We would prefer if you already have the source code for at least 3 of these points, to get this app done as fast as possible and to give us a resonable price.
1. Login/registration
2. Camera/video record function with filters and ability to paint on the photo (just like snapchat)
3. Chat function.
4. Send photo/video/ to a random ID with specific preferences. (GPS)
