Android Mapping - Plot Geocodes as Markers to dynamic map

This is a simple app to provide proof of concept of a feature we want to add to our existing app. The goal is our server will have a list of geocodes and record id numbers. List sizes might vary from 10 geocodes to 100,000 (max list size might be limiited by capabilities of this feature) and span geographic regions of 1-street block to an entire state. Before loading the map, the user will be prompted with 2 choices: 1) "Near Me" or 2) "Show All" If the user chooses 1), the map view will load zoomed into the users current location, and pass to the server the current location and zoom level (or geo-boundaries). The server will then return the matching geocodes which should be plotted on the map as markers if the user chooses 2), the server will return all geocodes in the list. The map view will load to the maximum zoom level that displays all geocodes, possibly using marker clustering for more efficient display of markers. I will provide the server side functionality and list examples. This is not a hard specification but a description of how I want the end results to work. The programmer should be able to suggest options and recommendations for accomplishing this fairly common task as well as provide working source code.
