Debt Settlement Lead Capture Page/also Marketing with $300 to $450 commission per closed deal!!!

I have a Consumer And Business Debt Settlement Company that needs a Lead capture page new leads. When the Lead information is entered it needs to be emailed to our counselors to follow up with the leads. This includes marketing done for my company. Im looking for a individual or a team of people that can put together a marketing campaign that would generate about 100 qualified leads per month. I would like to pay at $200 per signup on a pay per pay basis. The client must sign the contract and pay I Use a payment schedule but the marketing company will get paid from the 1st payment made by the client. Out of the 100 qualified leads per month, at the very least 10 should close. That would mean a $3,000+ commission for that month, at the very least. The more I pay, the happier I am. I dont care if the marketing is performed in different methods, so long as the message fully complies with all US regulations and is NOT misleading!!! Seeking a long business relationship.
