I have work experience to design from few watts to KW range meeting all compliances like EMI/EMC and safety standards UL etc.

Hello. Considering the logistics costs and customs taxes, etc I can consult you on how to build one such a charger. You just need to have access to a local hardware store and it takes you and hour to build it. The phone cannot be charge straight with 12 V! Do not try that, because you need a step down conversion to charge the phone. Looking forward to share ideas and help you build the device, Gus
