a2billing rate configuration automatic config tool development

I want to have a simple way to change my a2billing rate . I use SIPTaffic for outgoing call. so my rate should be updated according to SIPTaffic rate change. Please develop a simple way in order me to update rate based on Ratelist_gold(1).xls as attached by a few simple click! btw: I don't know too much a2billing, just know how to login to admin panel.
