APPS Android Camera for Samsung devices

Hello, We want to do many changes on the camera apps in Samsung galaxy mini 2 (if possible for others devices also) This apps is for children that the parents and a Moderator can control the pictures and the videos that they will take. When the Users will take a pictures, he can see the pictures X second ( x = will be in admin panel controlable) and they , the apps will compress in jpeg at small size the picture and he will send it to the moderator or parents to control it, and in the same time, the pictures will be forbiden to be displayed on the screen. when the moderator will see, he can say OK for the same user or ok for sharing it, to be ok also to send it by one of the sharing apps... If Possible, we want the same features for the Videos Camera... Please send us proposal with your experience in a similar project. Best Regards
