CAD design based on an image

We need someone familiar with breaking down an image into a CAD design. We're looking to put together an instruction manual on how to build the object you design. Attached is the image we're looking to reverse engineer. The ideal candidate will have knowledge of PVC and Wood materials. Landscaping and Construction would be a plus. We need a Step-by-Step tutorial drawn and written up with a materials list. A final illustration with color would be helpful.
