cv sourcing

my company cv source. i need a website building. database driven. i would like it to store cv's (curriculum vitae) in PDF and word for that can be downloaded by recruiters. something like reed, monster, cvlibrary. I want people to be able to create a cv by filling out fields which will then be arranged automatically into various templates and be printable and register onto the database by date, position, experience, geographical area etc. I wan recruiters to be able to create an account to download cv's accodring to the search package they purchase i.e. 3 searches per day, 5 per day, 10 per day, unlimited. etc. i want the cv's to be listed in chronological order with the newest first. i also want them to be able to upload cv's allowing them to recieve a discount or extra searches. i want jobs to flash up on the homepage to encourage people to register. i will need the website to be very secure as there will be a lot of personal information on there. may also require some sort of maintenance package incase anything does go wrong. i'm a designer just just not a web designer. in my head i know exactly what i want it to look like and what i want each link/tab to do. I have another job that needs looking at too.
