Design a Website Mockup

I am looking for a top shelf designer to design and code a responsive website for a corporate client. Please review the following briefing carefully as your offer should reflect some of the specific issues and requests contained therein (any auto-generated offers will not be considered). The project will include the following: DESIGN 3 unique design concepts for the home page. Once the home page design concept is selected and refined to completion you will create 5-10 unique page templates that will serve as the bases for the +/-30 sub pages (the style of which will be informed by the selected home page concept). Final layouts created in Photoshop and delivered with complete and highly organized layers. CODING The website will be fully responsive and will feature WordPress for the backend CMS. The WordPress must be stable, clean and easily updated. I will request examples of your WordPress admin set up prior to selection. The intuitive functioning of of the WordPress admin is critical...it needs to be set up for a client that operates in a WYSIWYG environment and is not familiar with code. FOREIGN LANGUAGE PAGES Approximately half of the site pages (+/- 15 total) will need to be available in 10 foreign languages. You will be responsible for creating the site structure and duplicate pages to accommodate these foreign language options. The client will populate the actual content through the WordPress CMS. I believe that WordPress' "Multisite" platform will be the best way to handle this, but I welcome any other suggestions you may have. Please address this issue as well as any experience you may have with it in your offer. TESTING Once coded the site will need to be tested on all current platforms and popular devices. Final payment for the project will be released only when it is confirmed that the site if perfectly functional on all devices. Please only reply if you have experience creating cutting edge website.
