Create an illustration (cartoon) for a wedding invitation

This project requires providing a digital cartoon-style image that will be used for a wedding invitation. The image should respect the following specification.
Image specification:
The basic model for the cartoon is the attached illustration (a married couple with two small children, one on either side of them). Note that this model is provided for guidance and inspiration – an exact copy is not required. The faces in the image should be taken from photos which will be provided when the project is awarded.
The final image should be A5-sized, in portrait orientation (height 210mm; width 148mm) at 300 DPI (i.e. height 24 800 pixels; width 17 480 pixels). The four characters should be in colour. The background should be transparent. The image should be provided in PNG format.
The following changes should be made with regard to the basic model:
[login to view URL] faces should be taken from the photos provided. The faces should be cartoon-like but not caricatures. Everybody should look handsome/beautiful.
[login to view URL] female child should be 1 year old. The male child should be 3 years old. The female child should therefore be smaller than the male child.
[login to view URL] female child should be pushing on the groom’s legs (because she is too small to reach his bottom). The groom should therefore stand straight (rather than – as in the model – bent slightly backwards).
[login to view URL] bride’s dress should be white
[login to view URL] clothing of the female child should be white
[login to view URL] clothing of the groom and male child should be linen coloured AND navy blue (i.e. TWO versions of the image should be provided – one in which the male characters have linen coloured clothing, and another in which they have navy blue coloured clothing)
