Create an Animation

I need a spin the wheel game created within 1 week that will be used as part of my overall mailchimp marketing campaign. I have the psd files already designed and created. I just need someone to make the game work. There are 6 chances on the spin wheel. 3 chances to lose and 3 to win. For the winning options, players can win 15% off, 20% off or 25% off. One player each day will win a $25 gift card to our company. The game play should be random. Once the wheel stops, the page should show whether or not a player wins or loses and how much they may have won along with the discount code. The code will come from our magento store. The code should only be generated once. Can only be used one. The game should only allow players to play once within a 24 hour period. All game entries need to be tracked to a database and stored. The game will run for two weeks. Once that time has passed, a page should display that the contest is over. I also have some links at the bottom that need to be linked.
